Madame Colonna, Minister in charge of european affairs, came for a visit

Welcomed by Madame Heurguier, vice-president of the Joint Council, Madame Colonna came to the Prieuré in Ardevon to remind the european will to participate and give financial help to the project.
She said that Europe will allow 21,5 million euros over 164 millions (about 13% of the global public financial needs).

Madame Colonna had the project presented by Mister de Beaulaincourt, Manager of the Joint Council, before going to the works area to see the beginning of the building of the new dam over the couesnon.

2006 Summer event at the Mont-Saint-Michel

In order to explain the project before the works start, the joint council will present it in the Abbaye of the Mont-Saint-Michel from June 17th to September 4th.

Trade-union committee at the Prieuré d'Ardavon


The members of the Joint Council Bay of the Mont-Saint-Michel met in trade-union committee, at the Prieuré d’Ardevon, with in the chair Philippe DURON.

In preamble, president Philippe DURON announces that a meeting with the interdepartmental delegate of the national development and competitiveness, was held on May 9, 2006. This meeting made it possible to bring out a platform of agreement on a technical and financial model, which must be finalized in the weeks to come. An overall agreement should be announced by the Prime Minister during the official ceremony of launching of the works planned in mid-June, on the site of the Mont-Saint-Michel.

The meeting of the committee was then the occasion to take stock of the financial and administrative standing for 2005 (vote of the administrative account and management account, as well as amending budget for 2006).

The elected officials also decided to continue the reflection engaged through the Convention Emploi (Employment Convention) on the possibility to keep a part of the markets to come for the insertion of the people in difficulty with employment.
Lastly, the elected officials of the Joint Council validated a number of points allowing to continue the process for a possible installation of a public utility delegation.

Statistics survey and follow-up populations of Pelodytids punctuated in the Moidrey Cove

Romain CRIOU, biologist of the research department in environment ALTHIS, based in Morbihan near Ploërmel, is in charge of the project and the referent of the Joint Council for the follow-up of the population of pelodytids punctuated in the Moidrey Cove.

The short period of breeding of these amphibians is the only convenient period to have an optimal observation of the populations. Also, since February 23,2006, 11 observations were carried out over the site during the day and also during the night, systematically in order to obtain a maximum of data.

The purpose of the prospection of the ground during the day was to locate and count the layings on the site of study. Other parameters like the rate of oxygenation of the ponds, the rate of sunning, slope of the ponds, the pH, the maximum depth of the lakes were noted.

Thus, by comparison with the survey already carried out in 2002 by the CPIE of Cotentin, the current follow-up makes it possible to put forward some interesting results:

 - the number of layings listed in 2006 is almost 4 times superior with the layings observed in 2002; that is to say a total of 191 listed layings. A female in age to reproduce carrying out only one laying per annum (except exceptional conditions at the end of the summer), we can thus consider the population adult of females at this number of layings.

- 92% of the layings were deposited on the new installations (ponds and criches) and none in the wet meadows. This confirms the pioneer behavior of the males pelodytids which actually colonized these new spaces.

A million and half of cubic meters of tangue will be soon available !

Tangue is a fine sand with high limestone content. It is biologically healthy and is salted very little. These tangue will be extracted from Couesnon and Moidrey Cove between 2007 and 2012.

Visit of Mrs. Nelly OLIN, Minister of Ecology and Sustainable Development

Philippe DURON, president of the Joint Council for the restoration of the Mont-Saint-Michel maritime character, received at Ardevon, Mrs Nelly OLIN, Minister of the Environment, Ecology and the Sustainable Development, who came at the request of the Prime Minister, to confirm the engagement of the French State in this great operation of national interest.

The French State wishes the maintenance of the objectives of the project, that is the restoration of the Mont-Saint-Michel maritime character and development for the tourist facilities remaining within the scope of the agreements of 2002 :  140 million euros. Technical and financial line resulting from the re-examination of some work and the resort to a partnership with the private sector, via a delegation of public utility, will be specified at the time of a steering committee planned in April.
Without waiting, the Minister confirms the agreement of the Government to start the works of the new dam on Couesnon since the invitations to tender are profitable and in accordance with the agreed budget. This building works should thus start in spring.

Joint Council Bay of Mont-Saint-Michel: new members and new statutes

The Brittany Region having joined the communities Normans, the partners continue together the operation in a spirit of co-operation reinforced within the Joint Council. With the competences widened with the improvement of the service road of the bay, expressing the will to develop in a devised way a common territory from Granville to Cancale, this one has a new designation : Joint Council Bay of Mont-Saint-Michel.

The protoype parking lot achieved

After two months of works under sometimes difficult climatic conditions, the prototype parking lot was delivered by the Joint Council in mid-November.
The six next months will make it possible the vegetation to develop and to be reinforced before the startup of the parking lot which could be effective as from the summer 2006.
Thereafter, on the basis of this regular use of the parkings without grass and of the traffic areas, the most satisfactory structures and plants will be retained for building of the final car park.

Philippe Duron, President of the Lower Normandy Region. President of the Joint Council for the restoration of the Mont-Saint-Michel maritime character, Jean-Yves Le Drian, President of the Brittany Region and Jean-François Le Grand, President of the general Council of the Manche department, met in Paris to mark the entry of the Brittany Region in the project of restoration of the Mont-Saint-Michel maritime character, with the presence of Patrick Gaulois, Mayor of the Mont-Saint-Michel.

The building works of the prototype parking lot begins

The achievement of 100 parking spaces of building works turfed started in the enclosure of the future car park.
This work, which will last two months, will make it possible to try out various types of structure of ground, of beds of seeds and plantations.
The use of these parkings by the companies during the building works will make it possible to observe their evolution at the time goes by and to determine the most suitable techniques for the construction of the final carpark beginning in 2006.
